Jeffrey L. Swartz, Senior Attorney

Jeff Swartz has been practicing law for more than thirty years. He graduated with distinction from the University of Iowa College of Law in 1986. He holds B.A. degrees in political science and philosophy. He was the Assistant City Attorney for Waukon from 1986 until 2018. Currently Jeff is the City Attorney for the City of Marquette. He is a member of the Iowa State Bar Association, the Allamakee County Bar Association, the Iowa Association for Justice, the American Bar Association, and the Iowa Municipal Attorneys Association. He is licensed to practice in district court, the Iowa Court of Appeals, and the Iowa Supreme Court. He is licensed to practice in the Northern District of Iowa Federal Court and the 8th Circuit Court of Appeals. As a general practice attorney he can handle all of your legal needs. Jeff is the founding partner of the law firm.

Kevin Stinn, Senior Attorney

Kevin E. Stinn, Senior Attorney

Kevin Stinn graduated from Drake University Law School.  He also holds a Master’s Degree in health care administration from Des Moines University.  He graduated from Iowa State University in 2005 with a B.A. in political science and minors in history and philosophy.  Kevin is a native of Bellevue, Nebraska, but has resided in Waukon since 2015. Kevin is an active member in numerous community organizations and a big Iowa State Cyclones and St. Louis Cardinals fan.  Kevin is currently president of the Iowa Municipal’s Attorney Association. He has experience in a wide range of legal areas including divorce and family law, tax return preparation, corporations, real estate, criminal defense, adoptions, wills, collection and creditor’s rights, personal injury, and general civil litigation. Kevin has been with the law firm since 2015 and became a named partner in May 2025.

Luke R. Meinholz, Attorney at Law

Luke Meinholz pursued his legal studies at Creighton University, and he graduated cum laude. While in law school he received CALI awards for academic performance. He served as President of Creighton’s Military Law Society, and earned recognition for his pro bono service from the Nebraska Supreme Court.

Meinholz currently assists clients in matters of Intellectual Property (trademarks and copyrights), Estate Planning, Criminal Defense, Real Estate, and General Civil Litigation. He and his family live in rural Northeast IA where they enjoy the outdoors and are happy to be within radio coverage of Brewers baseball and Packers football.

Meinholz also serves as a Judge Advocate in the United States Army Reserves.

Hattie L. Frana

Ms. Frana is originally from Calmar, IA. She went to Clarke University in Dubuque and received a BA in History and Philosophy. She graduated in 2019 magna cum laude, was in honor society and received several other academic achievements. After her undergraduate, she attended Iowa College of Law where she was a part of Organization of Women Law Students and Staff, Graduate and Professional Student Government, Christian Legal Society, and Rural Interest Group. She received the Boyd Service Award for her volunteer work with Kids First and Community Crisis Services Food Bank.

She now practices Family Law, Criminal Defense, and Mental Health and Substance Abuse Commitment representation. She enjoys her free time by reading and being involved with Wolfpack Theater Company in Waukon.
